CSO – Enabling Environment Research Report

This research was commissioned by the National Association of Youth Organisations (NAYO) on behalf of the Non State Actors Alliance (NSAA)1 with the ultimate aim of assessing the state of the enabling environment (EE) for civil society operations and development in Zimbabwe as per the commitments of the 2011 Busan Partnership for Effective Development Cooperation. This research report is therefore a culmination of a 3 month long research process that included literature review, desk research, focus groups discussions, and an on-line survey and selected key informant interviews. The report harvested and synthesized the input from the respondents and identifies the challenges and constraints that are marring the operational environment for CSOs in Zimbabwe. Strategic options for CSOs and Donor agencies, required urgent government interventions and policy changes as well as possible coordinating and networking options that on the overall can lead to a better operational setting are identified and presented as alternative options to a strengthened enabling environment for CSOs in Zimbabwe.
